Born in Spokane, Washington,
Dr. Foulkes grew up in
eastern Washington State.
Later, he served his country
honorably, in the Navy and
Marines during the Vietnam
War.
Dr. Foulkes attended
Tufts University
graduating Cum Laude
before attending Rush
Medical College in
Chicago.
Graduating in the top
10% of his class, Dr.
Foulkes chose to pursue
Ophthalmology with Dr.
David Patton at the
Catholic Medical Center
in Queens, New York, and
Cornell Medical College,
where he distinguished
himself becoming chief
resident in his 3rd
year.

While in his training,
Dr. Foulkes met the
founder of the LASIK
procedure, Dr. Lucio
Burato. He became
convinced that this
procedure would change
the world, allowing for
nearly anyone to
consider improving their
vision, using the
combination of the
excimer laser and the
“flap”. He has devoted
himself to his work
since 1997. With his
research, lectures, and
writing, he has
influenced doctors
around the world.

has performed over
35,000 LASIK procedures
served as Medical
Director of two
prominent ophthalmology
practices
is a pre-eminent,
nationally-recognized
leader and teacher in
the field of LASIK
has published numerous
articles in ophthalmic
journals, frequent
lecturer at national
meetings
is Associate Clinical
Professor of
Ophthalmology at the
University of
Illinois Eye and Ear Infirmary
is a researcher using
Artemis ArcScanning
ultrasound. This has
changed the course of
LASIK surgeries worldwide, favoring laser flap over
mechanical flap
surgeries
has performed LASIK
surgery on celebrities
Bernie Mac and Dan
Hampton, over hundreds
of
physicians and health care professionals, and over a thousand
law enforcement
officers,
and fire fighters.
In addition, Dr. Foulkes
is a member and actively

and has two children. An
avid cyclist, he rides
several thousand miles a
year, often in an effort
to raise awareness and
money for his favorite
charitable causes. Also,
Dr. Foulkes generously
supports Medecins San
Frontieres, Amnesty
International, and the
Nature Conservancy.
